California Car Registration After Moving From Another State: What Actually Happens at the DMV

Quick answer: If you move to California with a car from another state, do not assume it is just a quick license plate swap. You may need a California driver’s license, a knowledge test, a smog check, vehicle verification, out-of-state title or registration documents, proof of insurance, and DMV fees.

My honest advice: make an appointment, study the California driver handbook a little, bring all documents, and expect the visit to take longer than you think.

I thought I knew how to drive.

I had lived in Washington state for more than 10 years. I drove there for years. I had also driven in California many times when visiting.

So when I moved from Washington to California, I thought the DMV part would be annoying but simple.

I was wrong.

California DMV was not impossible. But it was definitely more annoying than I expected.

I made an appointment, arrived at the date and time, and still had to wait until the people ahead of me were processed. That part was not shocking. It is DMV.

The shocking part was this:

I had to take the California driver’s license knowledge test.

I did not know that was coming.

And yes, this is embarrassing, but I failed the first time.

Thankfully, I was allowed to retake it right away, and I passed the second time.

But still.

Imagine walking into DMV thinking you are just registering your car and walking out realizing you almost got defeated by a computer test inside the DMV office.

So if you are moving from Washington to California, or really any other state to California, please study a little before you go.

What I Was Trying to Do

I was moving from Washington to California and needed to handle two things:

  1. Get a California driver’s license.
  2. Register my out-of-state vehicle in California and get California plates.

The car was a 2023 Mercedes-Benz GLE 350 that had been registered in Washington.

That matters because California treats this as a nonresident vehicle, meaning a vehicle last registered in another state or country.

Important: California DMV says if you bring a vehicle into California that was previously registered in another state or country, you must register it within 20 days of becoming a resident or bringing the vehicle into the state.

My DMV Day: What Actually Happened

Here is the real sequence from my visit.

1. I showed up for my appointment

I had an appointment around 9 a.m.

It did not mean I walked straight to the counter and finished everything in 10 minutes.

I still had to wait. Appointment does not mean no line.

2. I found out I had to take the knowledge test

This was the part that caught me off guard.

Because I already had a Washington driver’s license and had been driving for years, I did not expect a written knowledge test.

But for a California driver’s license when you already have a license from another state, California DMV requires you to pass the knowledge test.

The test was on a computer inside the DMV office.

I failed once. LOL I still remember that my wife laughed at me because she passed it.

Yes, that hurt my pride.

Then I retook it and passed.

Frugal Dad advice: Before your DMV visit, read the California Driver Handbook and do a few official practice tests. Even if you have driven for 10 years, California-specific questions can still surprise you.

3. I went back to the counter after passing

After passing the knowledge test, I returned to the counter.

At that point, I thought I was almost done.

Then they told me they needed the smog test result.

4. I had to leave and get a smog check

Thankfully, there was a smog test place near the DMV.

I paid around $40 for the smog check.

I got the result and went back to the DMV.

This was annoying, but at least it was fixable the same day.

5. I finally got my California license plates

Once I brought the smog result back, DMV was able to finish the registration process.

I received my California license plates that day.

The California driver’s license card itself did not come immediately. I received it by mail later. From what I remember, it arrived within about two weeks.

The whole visit took about three hours.

I arrived around 9 a.m. and got my plates after 12 p.m.

Not the worst day of my life. But definitely not a quick errand.

What California DMV May Require When You Move From Another State

Every situation can be different, but for a typical out-of-state vehicle registration, California DMV may require:

  • Application for Title or Registration, also known as REG 343
  • Out-of-state title
  • Out-of-state registration certificate or renewal notice
  • Vehicle verification
  • Smog certification, if required
  • Out-of-state license plates, unless an exception applies
  • Applicable registration, transfer, and use tax fees
  • Proof of California insurance or financial responsibility

That sounds like a lot because it is a lot. ☺

And the most annoying part is that missing one thing can send you out of the building and back again.

For me, that missing thing was smog.

The Knowledge Test Surprise

This deserves its own section because I think a lot of people moving from another state will not expect it.

If you already have a valid driver’s license from another state, California DMV says you still need to:

  • Complete the DL/ID card application
  • Visit a DMV office
  • Provide SSN
  • Prove identity
  • Provide California residency documents if needed
  • Pay the application fee
  • Scan thumbprint
  • Pass vision exam
  • Take photo
  • Pass the required knowledge test

The good news is that if you are coming from another U.S. state, you typically do not need a behind-the-wheel driving test just because you moved.

The bad news is that you still need to pass the knowledge test.

And if you show up without knowing that, it can feel like a trap.

My embarrassing but useful tip: I failed the first attempt because I was not mentally prepared. I passed the retake, but I could have saved myself stress by studying for 20 to 30 minutes before going.

Smog Check: Do Not Forget This

If your car is coming from another state, do not assume the “newer car” rule will save you.

California has smog inspection rules, and out-of-state registration can still require a smog certification even when the vehicle is relatively new.

My 2023 GLE 350 needed a smog check for California registration.

That surprised me too.

Luckily, it was simple.

I found a nearby smog station, paid around $40, got the result, and returned to DMV.

But if you want to save time, you may want to get the smog check before your DMV appointment.

Better plan: If you are registering an out-of-state gas vehicle in California, get the smog check done before your DMV appointment. It can save you from leaving DMV and coming back the same day.

How Much Does California Registration Cost?

This is the part everyone wants to know.

Unfortunately, California registration is not one simple flat fee.

DMV says registration fees can depend on:

  • Vehicle type
  • Purchase price or declared value
  • Date purchased
  • Date first operated in California
  • City and county
  • Vehicle weight
  • Special license plates
  • Unpaid parking violations or toll evasion

For my 2023 Mercedes-Benz GLE 350, the fee was not just “pay $76 and leave.”

The big pieces can include:

Fee Type Why It Matters
Registration fee Basic California registration fee
CHP fee California Highway Patrol-related fee
Vehicle License Fee, or VLF Based on vehicle purchase price or value; DMV lists it as 0.65%
Transportation Improvement Fee, or TIF Increases as vehicle value rises
County and district fees Depends on where you live
Nonresident service fee Can apply when registering an out-of-state vehicle
Smog check Paid separately to smog station; mine was around $40

If your vehicle has a higher market value, your VLF and Transportation Improvement Fee can make the total much higher than you expect.

Use the official calculator: Before going to DMV, use the California DMV new resident fee calculator. You will need your vehicle type, model year, fuel type, date first operated in California, acquired date, market value, tax paid to another state, county, city, and ZIP code.

My Real Timeline

My DMV visit took about three hours.

Step What Happened Time / Pain Level
Appointment check-in Waited even with appointment Expected DMV pain
Driver’s license process Vision, photo, documents, knowledge test Unexpected test stress
Knowledge test Failed once, retook, passed Embarrassing but survived
Vehicle registration DMV asked for smog result Annoying delay
Smog check Went to nearby smog station, paid around $40 Not bad, but should have done earlier
Back to DMV Finished registration and got plates Finally done

I arrived around 9 a.m.

I got my California plates after 12 p.m.

So yes, block out your morning.

What I Would Bring to DMV

If I had to do it again, I would bring a folder with everything.

My DMV folder checklist

  • Out-of-state driver’s license
  • Passport or other identity document
  • Social Security number
  • Two California residency documents if applying for REAL ID
  • Out-of-state title
  • Out-of-state registration
  • Proof of California insurance
  • Smog check result, if required
  • Loan or lienholder information, if the car is financed
  • Appointment confirmation
  • Payment method
  • Patience

The last one is not optional.

What I Would Do Differently

If I could redo the day, I would change three things.

1. I would study the knowledge test first

I would spend at least 20 to 30 minutes with the California Driver Handbook and official practice tests.

Not because the test is impossible.

Because failing it inside DMV is annoying and embarrassing.

2. I would get the smog check before the DMV appointment

This would have saved me a trip out and back.

If you are bringing a gas car from another state, just assume smog may be part of the process and check before your visit.

3. I would use the DMV fee calculator before going

California vehicle registration fees can feel random if you do not know the components.

Using the calculator beforehand helps you prepare emotionally and financially.

Especially if your car is newer or more expensive.

Is It Better to Do Driver’s License and Car Registration Together?

For me, doing both together made sense.

It was annoying, but at least I only had one big DMV morning.

If you are organized, you can handle both in the same visit.

But if you are missing documents, it can become stressful fast.

My advice:

  • Start your driver’s license application online first.
  • Make a DMV appointment.
  • Get your smog check before the appointment if needed.
  • Bring every vehicle and identity document you have.
  • Expect to wait.

Do not schedule something important right after your DMV visit.

That is how people make bad days worse.

Final Verdict

Registering my Washington car in California was more annoying than I expected.

I had driven for more than 10 years in Washington. I had driven in California many times. But when I became a California resident, that did not mean DMV just handed me plates and said welcome.

I had to apply for a California driver’s license, take the knowledge test, pass vision, handle documents, register the out-of-state car, get a smog check, pay fees, and go back to the counter before finally getting California plates.

The most embarrassing part was failing the knowledge test once because I did not know I had to take it that day.

The most annoying part was leaving DMV to get the smog check and coming back.

The most useful lesson was simple: prepare before you go.

Study a little. Bring documents. Get smog done early if needed. Use the fee calculator. Make an appointment. Block your morning.

California DMV is not impossible. But if you walk in unprepared, it can absolutely humble you.
